City Council preview

Downtown Master Plan



The City Council and Planning and Zoning Commission will hold a joint workshop at 6 p.m. Tuesday to receive a presentation of the final draft of the Downtown Master Plan from Broaddus & Associates.

The intent for this “big picture” plan is to serve as a guide for downtown revitalization while preserving the historic character of the central business district.

Planning consultants have prepared several big picture ideas on gateway entries, village districts, efficient town planning and effective use of alley ways.



TCEQ OPS Award



At the regular 7 p.m. meeting, Mayor Susan Narvaiz will recognize the city’s Water Utility Department and the Guadalupe Blanco River Authority for receiving the TOPS OP Award last week from the Texas Commission on Environmental Quality for excellence in operating the San Marcos Surface Water Treatment Plant.

The city-owned plant, operated by GBRA, was honored for meeting rigorous criteria for water quality and plant operations on July 21.



Calling the

Nov. 4 Election



The City Council will consider an ordinance calling the Nov. 4 City Council General and Special Election at Tuesday’s meeting. In addition to filling positions for Mayor, City Council Place 3 and City Council Place 4, voters will decide on amendments to the City Charter, the governing document for municipal government in San Marcos.



McCarty

Lane Funding



The City Council will consider approving a notice of intent to issue $7.6 million in Certificates of Obligation to fund the construction, widening and improvement of East McCarty Lane from IH-35 east for about a mile.

The C of O issuance would take place at the Council’s Sept. 16 meeting.



Final Reading on FOG Ordinance



The Fats, Oil and Grease (FOG) ordinance is on the agenda for third and final reading. Fats, oils and grease are a significant source of sewer blockages in the wastewater system.

The ordinances allows inspections and sampling of facilities generating fats, oil and grease, including restaurants, food manufacturers, food processors, hospitals, hotels/motels and nursing homes and similar facilities.

The rules do not apply to residential customers. The council will consider an amendment to make the rules effective Jan. 1, 2009.
