Deciphering new downtown ‘Smart Code’

San Marcos — The San Marcos Development Services Department will hold an information session Monday on how a new “SmartCode” will be used to implement the Downtown Master Plan.

The open forum will be held from 6 to 8 p.m. Monday at Dunbar Center, 801 Martin Luther King Drive. The public is invited to attend.

“A SmartCode is a tool to achieve a mixture of compatible uses in a walkable, compact environment,” said Matthew Lewis, assistant director of Development Services. “It will offer specific rules that fold zoning, subdivision rules, urban design and architectural standards into one document to support redevelopment in our historic downtown.”

The discussion is expected to address the components of the new code and how they might help advance the Downtown Master Plan, adopted by the City Council in 2008.

Also at Monday’s session, economists on the team will discuss local market fundamentals and individual interviews that will be conducted March 8-10.

During the first week of April, several focused public workshops called “charrettes” will be held April 6-9. The community will be invited to participate in the development of the new code.

A team of national consultants on urban design and coding will help participants focus on how the community wants to implement a local vision.

By the final charrette session, staff will have drawings to look at and strategies to consider for regulations to bring to life the downtown plan, Lewis said.
