San Marcos —
Charles O’Dell, cofounder of HaysCAN, died Wednesday shortly after an accident involving his motor scooter and another vehicle at the intersection of Hopkins and North Street around 4:15 p.m.
HaysCAN (Hays Community Action Network) is a public information access organization which monitors the actions of local elected officials and strives to hold them accountable to the public, according to the group’s website.
O’Dell, 75, was riding his Kymco Grand Vista Motor Scooter eastbound on Hopkins behind another vehicle and was struck by a westbound Dodge Durango driven by Joshua Matthew Eismann, 22, of New Braunfels, who was attempting to turn left, according to San Marcos Police Department Sgt. Brandon Winkenwerder.
Police said O’Dell was knocked off the motor scooter and was taken by ambulance to CTMC where he was pronounced dead by Justice of the Peace JoAnn Prado just before 5 p.m.
Eismann was cited for failure to yield the right of way, police said.
