Proclamations
and Honors: 4 p.m.
Mayor Susan Narvaiz and the City Council will hold the proclamations and honors segment at 4 p.m. Narvaiz will present proclamations for Day for Kids, Pet Fest, and the 9-11 remembrance ceremony.
In addition, the San Marcos Consolidated School District and several individual public schools will be honored for achieving exemplary and recognized status from the Texas Educational Agency.
Discussion and Executive Session: 5:30 p.m.
The City Council will hold a public discussion on the Greater San Marcos Economic Development Corporation, a non-profit regional partnership created in Hays and Caldwell Counties.
Also known as Partners for Progress, the organization will expand on economic development activities that for 20 years have been funded by the city of San Marcos.
Following the workshop, the City Council will convene in executive session to discuss personnel matters on the city manager and city clerk vacancies. (§551.074-Personnel Matters)

Community Brand
The Branding Task Force will present a proposed community brand to the City Council with a recommendation for adoption.
Appointed last November, the task force has worked for 10 months with consultants KGB Texas and Hahn, Texas in research, development of creative concepts, outreach to stakeholders and the public, and market testing.
The goal of the branding project has been to create a unique logo and slogan that supports the city’s goals and enhances marketing efforts for economic development, tourism, community organizations and special events.
Budget
Deliberations Continue
The City Council will continue its review and deliberations on the proposed 2010-2011 municipal budget and Capital Improvements Program.
The City Council will vote on the budget on first reading following a public hearing. The proposed $145.8 million budget maintains the same property tax rate, with the average homeowner paying less due to reduced appraised values.
The budget proposes a 1.4 percent electric rate increase ($1.85 more per month for average residences) and an increase in the drainage utility fee ($1.66 more per month for average home).
This meeting will include public hearings on the budget and on the utility rate proposals. The budget includes a compensation plan for non-civil service employees and the second year of implementing compensation packages for police and fire civil service employees.
Public Hearings: 8 p.m.
The City Council will hold Public Hearings at 8 p.m. on the following items:
• Amendments to the Land Development Code on charitable gaming facilities.
• The proposed $145,856,004 municipal budget and Capital Improvements Program and consideration of the adoption ordinance on first of two readings.
• A proposal to increase the rates for Drainage Utility Services and consideration of adoption on first of two readings.
• A proposal to increase electric rates and consider adoption on first of two readings.
• Amending the future land use map from Industrial to Medium Density Residential for 8.61 acres at 1653 Mill Street and rezoning the tract from Heavy Industrial to “MF-12” Multiple-Family Residential and consider adoption.
• Amending the Future Land Use Map from low density residential to high density residential for 0.36 acres at 1028 Chestnut Street and consider adoption.
• Amending the Zoning Map for 0.36 acres and 0.361 acres at 1028 Chestnut Street from Single Family Residential to MF-24 Multiple-Family Residential District and consider adoption.
Regulations on
Door-to-Door Solicitors
The City Council will hold a discussion on a proposal to require door-to-door solicitors to register with the city of San Marcos. The current local rules prohibit solicitations from 9 p.m. to 8 a.m. and prohibit solicitations at a residence with a sign saying “No Solicitors.”
