Vote could clear way for industrial park east of I-35

A parcel of agricultural land near the intersection of State Highway 80 and Farm to Market Road 1984 could be approved for heavy industrial use. At its meeting tonight, the Planning and Zoning Commission will hold a public hearing and take action on a zoning request that would change the approximately 934 acres from “ETJ” (Extraterritorial Jurisdiction) to “HI” (Heavy Industrial). The presentation on the zoning change included in the P&Z agenda explains that the HI zoning designation is intended for “high impact manufacturing or industrial uses, that by their nature create a nuisance, and which are not properly associated with or are not compatible with nearby residential or commercial uses.”

The zoning request is going through the approval process at the same time as an annexation request for the property, which includes the site of the proposed Katerra manufacturing facility and, according to the zoning request, property that would be developed into a heavy industrial rail park. The city approved an economic development incentive agreement with Katerra, which will construct a 600,000-square-foot automated building component manufacturing and distribution facility. Katerra has pledged an investment of $109 million and the creation of at least 542 full-time jobs that will pay at least $15 an hour.

According to the city agenda, the Maxwell Water Supply Corporation and the city of San Marcos will provide water service, San Marcos will provide wastewater service, and Bluebonnet Electric Cooperative will provide electric service for the HI-zoned area. 

In other business P&Z will hold a public hearing and consider approval of a replat of one lot at 1012 N. Bishop St. into two lots. The property received a zoning change in August from Single Family-6 to Neighborhood District-3, and the owner intends to build zero lot line houses on the property.

Planning and Zoning will meet at 6 p.m. in the council chambers at City Hall, 630 E. Hopkins St. P&Z meetings are also streamed online.
