Parks and parking on today’s council agenda

Park improvements, the city’s arrangement with Embassy Suites and downtown parking issues are all on the agenda for the San Marcos City Council today.

At its weekly work session, which starts at 3:30 p.m., council will hear a presentation on the creation of innovation districts before going into executive session to discuss financial matters related to the Embassy Suites hotel property currently owned by JQH-San Marcos Development, a subsidiary of John Q. Hammons Hotels and Resorts.

At its regular meeting, council is expected to take action on a proposed subordination agreement with Goldman Sachs Mortgage Company and JPMorgan Chase Bank regarding the city’s deed of trust lien on the property and a resolution regarding a loan assignment and assumption agreement with the hotel owner.

As part of its consent agenda, council is expected to approve agreements to begin improvements at the Dog Park, Dunbar Park and Ramon Lucio Park, street improvements on Uhland road and C.M. Allen Parkway, and pay increases for the city clerk, city attorney and city manager. Council is also expected to vote on a funding agreement with the Texas Department of Transportation for construction of a multi-use bike and pedestrian trail stretching from east of the Hopkins Street Bridge to west of the Interstate Highway 35 southbound frontage road along the San Marcos River. The city’s estimated cost of participation in the project is $645,253. Revised leases with Berry Aviation for a fixed base operator terminal facility, associated fueling facilities, an aircraft hangar and tract of land at the San Marcos Regional Airport are also on the council’s consent agenda.

Council is also expected to adopt a Parking Program Framework Plan to guide the development of parking management in and around downtown San Marcos, approve the allocation of nearly $650,000 in Community Development Block Grant funds, and consider reassembling the Trace Public Improvement District (PID) Project Committee.

Council’s work session will be held in the city hall conference room. The regular meeting is slated to start at 6 p.m. in council chambers at City Hall, 630 E. Hopkins St.
