The Hays County Commis-sioners Court signed a resolution supporting legislation that will “responsibly fund and implement critical water infrastructure projects necessary for the health and safety of our citizens and the economic well-being of our State.”
House Bill 4 and Senate Bill 4 propose to create the State Water Implementation Fund for Texas (SWIFT) to fund the State Water Plan, and restructure the Texas Water Development Board (TWDB) which will create a prioritization for funding State Water Plan projects.
The resolution also notes that legislation was passed in 1997 creating the state's water planning process, however, the State Water Plan produced by that planning process has yet to be implemented.
House Bill 11 and Senate Bill 22 propose to make a $2 billion investment from the Economic Stabilization Fund for the financing of critical water infrastructure projects identified in the State Water Plan.
