The San Marcos City Council will continue discussions on the preliminary 2014 city budget at a workshop on Thursday, July 18 at 5:30 p.m. in Council Chambers at City Hall.
On Thursday, July 11 Assistant City Manager Steve Parker and Finance Director Heather Hurlbert presented the preliminary General Fund budget. The budget was prepared according to the budget policy set by City Council and maintains the property tax at the current rate with no increase.
In addition to the expenses detailed in the budget policy, budget items were presented for council consideration which included a combination of one-time and recurring expenses for personnel, capital outlay and professional services.
This week, City Council and staff will continue discussions on the utility funds and rates, social services funding, EMS funding and allocations for the Hotel/ Motel Tax Fund.
The City Council adopted a budget policy on April 2 that has guided staff’s development of the preliminary budget. The policy covers sound financial goals, fund balances, revenue goals — including no anticipated property tax rate increase — and expenditure guidelines for departments and external programs.

Continued discussions of the new budget are scheduled at the City Council’s Aug. 6 regular meeting. A public hearing and first reading on the 2014 budget is tentatively set for Aug. 20 and final adoption for Sept. 3. The 2014 fiscal year runs Oct. 1, 2013 through Sept. 30, 2014.
