Commissioners approve creek modeling studies, review CDBG guidelines

The Hays County Commissioners Court made its way through the open session agenda for its Tuesday meeting with very little discussion.

The commissioners approved amendments with Halff Associates regarding agreements for work related to two-dimensional modeling of Purgatory and Willow Springs creeks and work on the Hays County Drainage Criteria Manual, floodplain regulations and the Federal Emergency Management Agency’s Community Rating System. Halff Associates asked for more time for both projects. 

Commissioners also received the 2015 Housing Guidelines for the Community Development Block Grant Disaster Recovery (CDBG-DR). The guidelines list eligible activities to help replenish the housing stock lost in the 2015 floods throughout Hays County and to assist eligible homeowners in moving “out of harm’s way” through buyouts or acquisitions. The guidelines also set caps for housing assistance. The county will administer the eligible flood recovery activities, under guidelines set by the General Land Office. Upon approval, the guidelines will be posted for a 14-day public comment period. 

In other business, the commissioners approved a three-year maintenance contract with Holt Power Systems for emergency generators located at the Hays County Jail. Money for the contract will come from the jail maintenance and repair funds. 

The commissioners also accepted the resignation of County Fire Marshal Clint Browning, effective Oct. 5, and authorized the Office of Emergency Services to perform the duties of the fire marshal until a replacement is appointed. Browning’s resignation was accepted without any discussion among the commissioners.
