Lindsey Hill, city budget on tap for this evening

At its meeting tonight, the San Marcos City Council will consider creating a committee to review the Lindsey Hill proposed development. Mayor Pro Tem Lisa Prewitt suggested the creation of the committee at council’s last regular meeting when the council received an update on the developers’ Preferred Scenario Amendment (PSA) request. 

“I’m not comfortable with a PSA without any additional information — traffic impact analysis, there’s flooding issues,” Prewitt said at the council’s Aug. 21 meeting. “There’s too many particulars about it.”

The development has been mired in controversy, with many residents speaking out against the idea of high density development at the site on Hutchison Street and pointing to the historical significance of the site. The old Lamar campus stands where the proposed multi-purpose development would go; the campus previously served as San Marcos High School, which has been found to be an early adopter of integration after Brown vs. Board of Education. Before that, the coeducational Coronal Institute was located at the site on the corner of Hutchison and Ranch Road 12. Other residents find the old campus to be an eyesore and would prefer new development there. The Lindsey Hill developers, Guadalupe RE, intend to keep the old school auditorium and gymnasium buildings as part of the development, which is set to include multifamily, residential and retail space, along with parking. 

Council is also set to hold the final public hearing and vote on a resolution setting the tax rate at 61.39 cents per $100 of taxable value of real property. A public hearing and vote on a resolution adopting a $229 million budget for the next fiscal year is also scheduled for Tuesday night. Council also will hold public hearings and hold the first readings of ordinances to increase water rates, drainage utility rates and solid waste program rates.

In other business, council is set to vote on a measure to allow the city’s Ethics Commission to use the Law Firm of Davidson Troilo Ream & Garza as special counsel during the consideration of Ethics Complaint No. 2018-1. The Daily Record submitted an open records request to the city for a copy of the complaint but had not received the document as of press time. 

A public hearing on an amendment to the Community Development Block Grant-Disaster Recovery Action Plan is also on the agenda. The amendment entails using $866,603 to reimburse the San Marcos Public Housing Authority for its costs to repair housing units damaged in the 2015 floods.
