Mystic Canyon development coming back to council

The Mystic Canyon development is returning to the San Marcos City Council’s agenda Monday night with a vote on a zoning change to allow the construction of a low-density housing development.

Council — which is meeting on Monday this week to accommodate National Night Out on Tuesday — will vote on the first of two readings of an ordinance rezoning 56.6 acres south of Old Ranch Road 12 and west of Craddock Avenue from Future Development to Single Family-6.

In August, council postponed a vote on the zoning change until the developer, Jim Ladner, and city staff could hold more meetings to address lingering concerns. Numerous residents of the neighborhoods adjacent to the proposed development site have spoken out against Mystic Canyon, citing concerns about wildlife habitat, stormwater drainage, potential traffic issues and the site’s location in the Edwards Aquifer Recharge Zone.

City staff is recommending approval of the zoning change request Monday night.

Council is also set to vote on the first of two readings of an amendment to the city Code of Ethics clarifying the process for disclosure of officials’ recusals from discussing or voting on certain agenda items. The proposed amendment would require city officials to disclose publicly the reasons for recusal when the agenda item triggering the recusal is introduced for discussion or action. The amendment would apply to council, boards and commissions.

In other business, council will hold a public hearing on an ordinance approving an update to the city’s service and assessment plan for the Trace Public Improvement District and an update to the assessment roll for the district.

Council will meet at 6 p.m. in the council chambers at City Hall, 630 E. Hopkins St. City council meetings are also televised live on Spectrum Ch. 10 and Grande Ch. 16 or 123-16 and streamed online.
