Gary Job Corps’ corrections cadets volunteered for highway cleanup as part of the “Adopt-a-Highway” program on Hwy.  21 —  PFC Kristian Menchaca Memorial Highway. Menchaca was a Gary Job Corps graduate who lost his life in 2006 in Iraq while serving in the U.S. Army. The original Adopt-a-Highway program began here in Texas in 1985.  Since then, it has grown into a nationally- and internationally-recognized litter-prevention-effort, saving taxpayers’ dollars and keeping rights of way clean.
