City staff reorganizes, police chief named Interim Director of Public Safety

The City of San Marcos’ City Manager’s Office staffing has been reorganized and a new position has been created, according to an internal memo obtained by the Daily Record. 

In the memo sent by City Manager Bert Lumbreras, he announced that his Chief of Staff Stephanie Reyes has been appointed as interim assistant city manager, while San Marcos Police Chief Chase Stapp has become the new interim director of public safety. The City of San Marcos confirmed the staff changes.

“During my tenure over the last two years, we have been working diligently to not only adjust to change but position ourselves to be adaptive with the great talent and skillset in our organization,” Lumbreras said in the memo. “Even after a huge loss with Collette Jamison’s retirement, we continue to have the ability to place the right people in the right places to achieve continued success. Accordingly, this plan is no different and I am proud of our staff who are stepping up in these key essential roles.” 

Reyes was appointed to her new position effective on Aug. 26. Reyes will continue to oversee the departments she was responsible for in her role as Lumbreras’ chief of staff, which includes Parks & Recreation and Destination Services — Convention & Visitor Bureau and Main Street. Additionally, she will oversee administrative services, which includes the City Manager’s Office, communications/intergovernmental relations, finance/budget, grants, human resources and information technology, the memo states. 

Stapp transitioned into his new role effective Tuesday, the memo says. In this newly created position in the city manager’s office, Stapp will oversee San Marcos Police, Fire, Emergency Management, Municipal Court and Neighborhood Enhancement, which includes animal services, compliance, community enhancement & resource recovery, health and women, infant and children's programs. 

SMPD Assistant Chief of Administration Bob Klett will serve as acting police chief, according to the memo. Klett has worked with SMPD  for over 29 and previously worked with the Texas State University Police Department. 

Current assistant city manager Steve Parker will remain in his same position. He oversees Community & Economic Development, which includes economic & business development, engineering and capital improvement plans, planning & development services and community development block grants and library services. He is also in charge of public services — electricity, transportation and water — and general services, which includes transit, parking management, fleet and facilities and airport.
