Representatives of most, if not all law, enforcement agencies in Hays County accompanied a hearse carrying the body of former Hays County Deputy and Mayor of Mountain City Phillip Taylor from the Hays CISD Performing Arts Center in Kyle to San Marcos City Cemetery on Friday, a morning with fittingly gray skies.
