Council to consider establishment of Auto Crimes Unit

The San Marcos City Council is set to approve a grant application for a new Auto Crimes Unit within the San Marcos Police Department, authorize two contracts related to an ADA accessible restroom at Dunbar Park and re-acquire some of the water rights given to two other entities previously at the regularly scheduled meeting tomorrow.

The council is set to consider authorization of a $177,401 grant application to the Motor Vehicle Crime Prevention Authority to fund the establishment of an Auto Crimes Unit within the

police department. The grant funds would cover the addition of one full-time sworn officer and 10 license plate recognition cameras. It also covers any associated training, equipment (laptop) and overtime. The grant will pay 80% of budgeted costs, requiring a 20% match from the city. Auto theft crimes have remained high for the last several years in San Marcos and regionally. As of August 2024, there have been 157 stolen vehicles, up from 103 during the same timeframe in 2023. This is considerably above the normal range seen for these offenses. In 2022, there were 222 stolen vehicles and 490 vehicle burglaries. For 2023, those numbers were 225 and 375 respectively. The purpose of this grant is to set up an Auto Crimes Unit within SMPD that will provide a targeted focus on thefts and vehicle burglaries.

The council is set to consider the authorization of two contracts related to the Dunbar Park Restroom Project. City Council approved $150,000 of American Rescue Plan funding for the installation of permanent public restroom facilities within Dunbar Park on July 5, 2022. The council will consider approving an approximately $143,101 contract with The Pounds Group, LLC dba Sullivan Contracting Services for site work prep, utility connection, conduit installation and ADA sidewalk connectivity for the Dunbar Park Restroom Project. The council will also consider approving a $109,168 contract with CXT Inc. for a precast concrete fully

accessible restroom facility for the Dunbar Park Restroom Project.

The council is set to consider two water sharing agreements in order to re-acquire some of the water rights given previously to the city of Kyle and the County Line Special Utility District. The city entered into an agreement to temporarily sell water rights from its Edwards Aquifer Authority permitted water supply for 500 acre-feet per year for 2024 to 2026 to the city of Kyle. This amendment would allow San Marcos to re-acquire some or all these water rights, at its request and with mutual agreement. This provides San Marcos with more flexibility in managing its water supply portfolio. The city entered into an agreement to temporarily sell water rights from its Edwards Aquifer Authority permitted water supply for 500 acre-feet per year for 2024 to 2026 to the County Line Special Utility District. This amendment would allow San Marcos to re-acquire some or all these water rights, at its request and with mutual agreement.
