The city of San Marcos is implementing a new enforcement tool, the Barnacle, to crack down on habitual parking offenders with three or more unpaid citations. The device will be administered by the City Marshal’s parking enforcement personnel.
“There are currently tens of thousands of dollars’ worth of unpaid parking citations in San Marcos, and each citation represents an impact to parking availability throughout our community,” San Marcos Parking Coordinator Samantha Deyo said. “We are committed to improving customer service processes and fairly enforcing ordinances. Updating our parking enforcement strategy to include use of the Barnacle enhances efficiency and effectiveness while encouraging access to parking for everyone.”
The Barnacle is a vehicle immobilization device that attaches to a car’s windshield, making it undrivable until outstanding fines are resolved. Unlike traditional boots, the Barnacle provides a more efficient process for both drivers and parking enforcement. Using the Barnacle, drivers can make payments and remove the device without onsite assistance from parking enforcement personnel.
Enforcement with the Barnacle device will begin Monday, March 10. Drivers can check for and pay outstanding citations by visiting the San Marcos Citation Portal at sanmarcostx. nupark.com/portal/ Citations. Payment plans and alternatives may be available for some citations through the San Marcos Municipal Court.
HOW THE BARNACLE WORKS Vehicles with three or more unpaid, overdue and unadjudicated citations will be at risk for immobilization. A bright orange sticker notifying the owner will be placed on the driver’s side window.
After 10 days, if the fines remain unpaid or the court has not been contacted, the vehicle becomes eligible for immobilization. An immobilization device may be placed on an eligible vehicle any time it’s parked on a public street or city property, even if it’s parked legally at the time.
Once placed on a vehicle, the fines must be paid by scanning a QR code, visiting Pay.barnacleparking. com, or by making arrangements with the Municipal Court by calling 512-393-8190.
Upon payment, drivers will receive a release code to remove the device themselves.
The Barnacle must then be returned within 24 hours to the drop box near the front entrance of the San Marcos Police Department, 2300 IH 35 S, to avoid additional fees.
