The Hays Caldwell Economic Development Partnership, or HCEDP, is a 501(c)6 nonprofit public-private partnership that serves as the regional economic development organization for the city of San Marcos, and Hays and Caldwell Counties.
HCEDP promotes and markets the region to attract new employers, assists existing companies to expand, fosters entrepreneurial growth and ensures the continued development of our skilled workforce.
Our two-county region is experiencing unprecedented growth. Hays County is consistently ranked among the fastest- growing communities in the nation. Caldwell County was just ranked the No. 9 fastest-growing county in the country.
This growth is creating jobs, driving tax revenue and strengthening the state’s economy, but it also puts immense pressure on our transportation network. We urgently need infrastructure solutions that meet both our current demands and the continued growth we know is coming.
Yet state funding is limited and highly competitive. That’s why HB 2876 by Rep. Stan Gerdes, R-Smithville, and the companion SB 1074 by Sen. Judith Zaffirini, D-Laredo, are so important. This legislation creates a mechanism to bring additional transportation funding to the region without pulling resources from other parts of the state.
SH 130 has already proven itself to be an incredibly valuable economic development asset. It has helped relieve congestion on I-35, improved freight movement and opened access to job-creation projects in places like Lockhart, where over $200 million has been invested by new companies in just the last four years. Strengthening the network between I-35 and SH 130 is both logical and strategic.
It’s also important to highlight the role that SH 130 Concession Company has played in our economic development organization. They are an American-owned company based here in Central Texas that has been a reliable and engaged partner, not only in transportation infrastructure, but also in supporting local communities and economic development initiatives throughout our region.
This legislation is supported by communities up and down the Austin-San Antonio corridor because it reflects a forward-thinking approach. It aligns with the state’s goals of mobility, economic competitiveness and responsible planning. Caldwell County Commissioners Court as well as the city councils for the cities of Lockhart and Seguin have all passed resolutions in support of this legislation.
This isn’t just a local issue. It’s a regional and statewide opportunity.
