San Marcos names new Planning & Development Services Director
Following a competitive nationwide search, the City of San Marcos has selected Terry Floyd to serve as the city’s next Planning and Development Services Director. Floyd will oversee longrange planning, development services and strategic initiatives that support the city’s vision for sustainable growth, community engagement, housing and thoughtful development that aligns with San Marcos’ character and future needs.
Floyd brings more than 17 years of experience in municipal government, where he has led development services departments, streamlined regulatory processes, implemented major capital initiatives, and built strong relationships with residents, businesses and community partners. Throughout his career, he has demonstrated a commitment to innovation, transparent governance, and high-quality customer service across development functions.
“Terry brings an exceptional depth of experience in planning, development and community services,” said Assistant City Manager Joe Pan- talion. “His collaborative leadership style and proven ability to modernize processes, support economic development and strengthen relationships with stakeholders will greatly benefit San Marcos.”

Floyd most recently served as the Director of Development Services for the City of Wichita Falls, where he oversaw planning, building inspections, code enforcement, housing, and Community Development Block Grant (CDBG) programs. He also oversaw multiple city boards and commissions, including planning and zoning, landmark commission, zoning board of adjustment, and several tax increment financing boards.

Floyd earned a Bachelor of Science in Mass Communications with a minor in Spanish from Northwestern Oklahoma State University, and later earned a Master of Public Administration from the University of Oklahoma.
