Former Kyle Mayor’s new job draws DA’s attention

The Hays County District Attorney’s Office has asked the city of Kyle to preserve any electronic records, including electronic communications, associated with the former mayor and his new employer.

Former Kyle Mayor Travis Mitchell resigned last year and took a job with American Structurepoint, Inc. The company had multiple items approved by the Kyle City Council during Mitchell’s term. The mayor allegedly did not recuse himself from the discussion but was also not present at the meetings in which action was taken on the company’s projects.

The Daily Record reached out to Mitchell, the city of Kyle and American Structurepoint, Inc. for comment but have not heard back as of time of press.

Chevo Pastrano, the legal representative for current Kyle Mayor Yvonne Flores-Cale, provided an email from Hays County Assistant District Attorney Gregg Cox that was sent to Flores- Cale. “Before [Mitchell’s] departure, matters were approved by the Kyle City Council in favor of American Structurepoint, Inc.,” Cox stated. “The former mayor is now employed by American Structurepoint, Inc. and this raises valid concerns about some of the financial deals that may warrant a closer review.”

Cox formally requested that the city of Kyle staff and members of Kyle City Council preserve all electronic records, including electronic communications, that were “in any way” related to American Structurepoint, Inc. Pastrano provided an alleged timeline of events related to the situation in an email to the Daily Record. He said that, while Mitchell was mayor, 25 roundabouts were planned and many “were secured and progressed over the last year.” On July 15, 2025 Mitchell announced on Facebook that he was resigning as mayor. On Oct. 2, the city of Kyle held a special called meeting for a presentation by American Structurepoint, Inc. Pastrano stated that Mitchell was not present but had not given a notice of a potential conflict of interest and had not recused himself from considering any matters related to American Structurepoint, Inc. On Oct. 21, Mitchell was absent for a meeting related to American Structurepoint Inc. but did not formally recuse himself. On Dec. 13, Flores-Cale was elected mayor and was sworn in on Dec. 23. Pastrano stated that on Dec. 22, Flores-Cale met with Mitchell, and he disclosed that he had accepted employment at American Structurepoint, Inc. and requested that she not stop the planned roundabouts from progressing. On Jan. 13, “Flores-Cale was presented with plats that were purportedly approved before Oct. 21 for her signature to ratify actions taken while she was not the Mayor of the City of Kyle.”

“Upon my advice, she has declined to ratify actions taken before her taking office, especially under these very suspicious circumstances,” Pastrano stated.
