Hays Judge Brown to discuss mental health resources

Hays County County Court-at-Law Judge Elaine Brown will present a program titled “Providing Resources and Accountability for Mental Health in Hays County” to the Rotary Club of San Marcos on Wednesday, Feb. 4.

Rotary meets at noon at the VFW Hall, 1701 Hunter Road, and visitors are always welcome.

Judge Brown graduated from the Texas Tech School of Law in 1991. She also has a Master’s Degree in Counseling Psychology from the University of Houston Victoria and spent ten years as a professional counselor.

Brown was a lawyer in private practice for twenty years before her election as a Judge for Hays County in 2022 and reelection in 2024. Her court is designated as the Mental Health Court and serves as a problem-solving court for individuals diagnosed with a mental illness who are in the criminal justice system.

According to the Judge, almost 20 percent of American adults experience some form of mental illness, or about 50 million people. Five percent experience a severe mental illness. She says many people sitting in jails report a severe mental illness.

February is Rotary International’s Peacebuilding and Conflict Resolution Month. Rotary clubs during the month encourage dialogue and projects that address the causes of conflict and ways to peacefully resolve issues in local communities and the wider world. Rotary is nonprofit, nonpolitical and nonreligious. The San Marcos club is 104 years old.
