CITY OF SAN MARCOS
The City of San Marcos is proud to announce that Stephanie Reyes has been awarded the Texas City Management Association Mentoring Award, a statewide honor recognizing exceptional commitment to developing future leaders in local government.
Reyes was selected for her sustained, hands-on approach to mentorship and her leadership in building a strong pipeline of public service professionals throughout San Marcos and Central Texas.
Her contributions include the creation of multiple employee devel- opment initiatives such as City Manager for a Day, Employee of the Quarter and Year programs, and the city’s first Management Fellow and Management Intern Fellowship Programs in partnership with Texas State University.

She has also supported regional job-shadowing opportunities, competency- based education partnerships, and career development programs that have helped advance both emerging and established professionals.
“Mentorship is one of the most meaningful parts of my work,” Reyes said. “I’m grateful for the opportunity to support the next generation of local government leaders and proud of the culture of growth we’re building here in San Marcos.”
Beyond city initiatives, Reyes plays an active role in strengthening leadership networks statewide. Her involvement with organizations such as Women Leading Government, the Local Government Hispanic Network, and the Texas City Managers Leadership Circle has expanded access to professional development opportunities for women and underrepresented groups across the region.
“We are fortunate to have a City Manager who not only leads with integrity but also invests deeply in people,” Mayor Jane Hughson said. “This award highlights the impact she has made on our organization, our employees, and the broader local government community.”
The TCMA Mentoring Award is presented annually to a city management professional who demonstrates a distinguished and continuing commitment to mentoring both inside and outside their organization, helping develop future public service leaders throughout the state of Texas.
