Poll: Most oppose PSA change

Sunday, October 14, 2018

The Record’s online poll from Sept. 28 - Oct. 12 asked readers whether they think the Planning and Zoning Commission’s decision to deny an amendment that would allow preferred scenario amendment (PSA) requests all year long was right.

At its meeting on Sept. 25, the Planning and Zoning Commission voted unanimously to deny a recommendation for an amendment that would allow PSA requests all year long.

Currently, the city accepts PSA requests twice a year: once in the spring and once in the fall. According to the P&Z agenda, the city council directed city staff to amend the process to allow year-round submissions out of concern that the waiting period could potentially hinder or slow down smaller-scale development and affordable housing.

Members of the commission and the public that spoke noted that in the days before PSA requests were limited to twice a year, that rapid-fire big density changes were happening regularly, making it harder for residents to stay aware of changes in their neighborhoods.

The poll asking, “Do you think the decision to deny an amendment that would allow PSA requests all year long was right?” received a total of 53 votes, with the majority of votes – 89 percent or 47 votes – going to option “Yes, it allows for less rapid-fire density changes in neighborhoods.” Eleven percent, or six votes, chose, “No, it could hinder smaller-scale development and affordable housing.”

A majority of poll voters think the Planning and Zoning Commission’s decision to not allow PSA requests all year long was right. Every week, the Record gives its readers the opportunity to voice their opinions on different topics. This poll does not, and does not purport to, accurately depict public opinion. It is only intended to inspire thought-provoking discussion within the community.

SMDR’s new poll is available online now, and asks for readers’ opinions on whether they think a natural gas pipeline that will run 32 miles through the Wimberley Valley would be beneficial.

It can be voted on now.
