Public hearing on parks plans tonight
The Planning and Zoning Commission will hold a public hearing on the final draft of the city’s updated San Marcos Parks, Recreation and Open Space Master Plan tonight.
The plan is an update to the city’s 2010 plan and includes recommendations for parks and facilities improvements, recreational programming, trails, maintenance and operations, and a new long-term plan for the city’s riverfront parks.
“Development of the plan has included a 19th-month robust public engagement process including stakeholder meetings, town halls, open houses, an online public survey, a design charrette, and various public meetings with appointed and elected officials,” the agenda item reads.
P&Z is expected to make a recommendation to council about the master plan at tonight’s meeting.
The commission is also slated to vote on a preliminary plat for about 181.5 acres in the Whisper Texas Planned Development District within the development’s mixed-use area. The development is located between Interstate Highway 35 and Harris Hill Road.
In other business, P&Z is expected to vote on a beer and wine conditional use permit for a new restaurant going in at the old Newk’s location on the northbound Interstate Highway 35 access road. The Rollin’ Bowl, to be located at 1285 S. I-35, Suite 103, is requesting the permit to serve beer and wine. The property has a shared parking agreement with the 54th Street Grill and Olive Garden lots, but because of noise complaints from the adjacent Sunset Acres neighborhood about Olive Garden employees making noise after closing, city staff believes it is appropriate to restrict the proposed restaurant’s employees from parking in the Olive Garden lot.
The Rollin’ Bowl’s owners propose to open an approximately 4,100-square-foot restaurant with 143 indoor seats and 25 outdoor seats. The menu offerings include pho, pad Thai, Vietnamese lo mein, sushi and bubble tea.
The commission is also slated to appoint an additional member to the city’s Alcohol CUP Committee. The committee meets as needed to discuss city regulations regarding alcohol sales and provides input to staff on implementing suggested changes. Commissioners Jim Garber and Mike Dillon currently serve on the committee; a third P&Z member is needed.
Planning and Zoning will meet at 6 p.m. in the council chambers at City Hall, 630 E. Hopkins St. P&Z meetings are also streamed online.
