Spring Road proposal up for vote

A zoning change request that the Planning and Zoning Commission postponed at its last meeting is returning to the P&Z agenda tonight.

Thomas Rhodes is requesting a change from Future Development to Character District-3 for just over 4.8 acres located at 128 Spring Road. Rhodes has included a description of what he plans to develop on the property: a low density infill residential development called Spring Ranch Villas. Rhodes plans for the subdivision to have 27 single family residential lots and two detention and water quality pond lots. About 3.3 acres of the land is within the Edwards Aquifer Recharge Zone and is thus limited to 40 percent impervious cover. Rhodes is proposing 36.8 percent impervious cover for that acreage and similar development and intensity for the rest of the property. 

Rhodes’ description of Spring Ranch Villas states that he wanted to develop the subdivision under Code SMTX because the code allows for more housing types and flexibility than the previous land development code. 

The acreage in question is outside the city limits but within the city’s Extraterritorial Jurisdiction. A single-family house sits on the property, and surrounding uses include a sorority house, multifamily residential and single-family residential. The property is not located in an Existing Neighborhood on the Comprehensive Plan so an Existing Neighborhood Regulating Plan is not required to accompany the zoning change request. 

In other business, P&Z is set to approve a renewal of the master plan for Cottonwood Creek Subdivision. The subdivision, which consists of almost 472 acres at the intersection of Rattler Road and State Highway 123, was first approved in 2002. 

Planning and Zoning will meet at 6 p.m. in the council chambers at City Hall, 630 E. Hopkins St. P&Z meetings are also streamed online.
