Staff appointments, pay raises on tap for today

An agreement with the San Marcos Academy and an appointment to the Capital Area Council of Governments (CAPCOG) General Assembly are among the items up for consideration at this morning’s Hays County Commissioners Court meeting.

The commissioners will consider an interlocal agreement with the San Marcos Academy to provide a new school resource officer for the school. The officer’s salary would be 75 percent funded by the academy and 25 percent funded by the county. Matching funds will be covered through salary savings resulting from attrition in the sheriff’s office operating budget. 

Commissioners also will consider appointing Precinct 3 Commissioner Lon Shell to the CAPCOG general assembly to fill the Hays County position currently filled by County Judge Bert Cobb. 

In other business, the commissioners will consider authorizing an interlocal agreement with the Guadalupe-Blanco River Authority regarding the implementation of the Plum Creek Watershed Protection Plan. Other parties to the agreement would include Caldwell County; the cities of Luling, Buda, Lockhart and Uhland; the Guadalupe-Blanco River Authority; the Plum Creek Conservation District; the Polonia Water Supply Corporation; and the Caldwell-Travis and Hays County soil and water conservation districts. 

The commissioners court is also set to consider authorizing salary exceptions for the County Court at Law Veterans Court program manager and court coordinator. The program manager position is funded through the Texas Veterans Commission grant program and is slated for a minimum salary of $45,375.13. A candidate for the position has served as the court coordinator for 22 months and has “vast and complete experience” with the court’s procedures. Thus, county staff is requesting that the candidate be awarded a salary of $51,563. There is enough grant money to fund the higher salary; no county funds will be required. For the court coordinator position, which is funded through the Office of the Governor Veterans Court grant program, the minimum salary was set at $34,091.28. The candidate for that position has worked as a military veterans peer counselor and jail liaison specialist supporting the county’s Veterans Treatment Court and has a bachelor’s degree in Human Development and Family Services. County staff is requesting a salary of $35,459 for this candidate. As with the program manager position, there is enough grant money to pay for the higher salary, so no county funds are required.
