Council to consider a High Intensity - Downtown zoning change

The council is set to consider a zoning change for approximately 1.1 acres of land at the intersection between Lindsey Street and North Street from Existing Neighborhood to High Intensity - Downtown, annexing Quail Creek and amending Rental Property Standards in the city code at the regularly scheduled meeting at 6 p.m. today.

The council is set to receive a staff presentation and hold a public hearing to receive comments for or against a request by Shannon Mattingly, Drenner Group, on behalf of Peggy Taylor and Daryl Burttshell, for a Preferred Scenario Amendment from “Existing Neighborhood” to “High Intensity- Downtown” for approximately 1.139 acres of land generally located southwest of the intersection between Lindsey Street and North Street. Existing Neighborhoods are “established, primarily residential areas intended to maintain their existing character and to follow development and redevelopment patterns that are compatible with the existing character.” The applicant is requesting a change to “High Intensity - Downtown” in order to request Character District 5 Downtown Zoning for a larger student housing development.

The council is set to receive a staff presentation and hold a public hearing to receive comments for or against annexing into the city 176.5 acres of city-owned land known as Quail Creek generally located north of the intersection of State Highway 21 and the railroad and south of the Blanco River. This is the first of two readings.

The council is set to approve a contract with Cenikor to provide a program for opioid treatment, awareness and education.

The council is set to consider, on the first of two readings, amending Chapter 34, Article 7, Rental Property Standards, of the San Marcos City Code by updating the regulations governing Short-Term Rentals.

The council is set to consider approval of a $700,000 contract with Chain Electric Company, through the city’s interlocal agreement with the city of New Braunfels, for the provision of Indefinite Delivery Indefinite Quantity fiber optic installation, maintenance and repair services.

The council is set to consider approval of a $175,374 agreement with Rush Truck Center, through the Texas Buyboard Purchasing Cooperative, for the purchase and delivery of one Peterbilt Chassis with 548 Dump Body for use by the city’s Water and Wastewater Divisions.

The council is set to consider approval of a $524,797 agreement with Doggett Freightliner of South Texas, LLC., through the Texas Buyboard Purchasing Cooperative, for the purchase and delivery of one Freightliner Chassis with Truvac HXX for use by the city’s Water and Wastewater Divisions.

The council is set to consider approval of a $351,276 agreement with Rush Truck Center, through the Texas Buyboard Purchasing Cooperative for the purchase and delivery of one Peterbilt Chassis with Fassi F245A.2.23 Crane for use by the city’s Water and Wastewater Divisions.

The council is set to consider approval of a $130,000 of American Rescue Plan Act funds for a contract with H-E-B Grocery Company, through the PACE Purchasing Cooperative Program, for the purchase of disposable diapers for the city’s Caregiver Support Program on an as-needed basis to be distributed through the Women, Infants and Children Program with assistance from other participating non-profit organizations serving low-income families.

The council is set to consider approving a funding agreement with Southside Community Center using $50,000 of American Rescue Plan Act funds for the purpose of establishing an implementation plan for recommendations provided by the Comprehensive Needs Assessment Study and Recommendations on Homelessness to support the recovery of the community.
